Job Summary: (Summarize overall purpose of job)
The role of the Purchaser/Planner is to plan, execute, and finalize purchasing and procurement strategies for spending across the organization, in line with organizational objectives and internal and external customer requirements including, but not limited, to quality and timelines. Responsible for sourcing and purchasing of supplies and equipment at the most favorable price consistent with quality, quantity, and specification requirements; development, implementation and administration of a coordinated supply support system that operates efficiently and meets the needs of all departments.

  • Reviews and understand internal and external customer requirements
  • Reviews requisitions and confers with vendors to obtain product or service information such as price, availability, and delivery schedule.
  • Selects products for purchase by testing, observing, or examining items.
  • Estimates values according to knowledge of market price.
  • Determines method of procurement such as direct purchase or bid.
  • Reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority.
  • Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories.
  • Approves invoice amounts for Finance to process payment.


Secondary Functions: (Non-essential duties or tasks that are not fundamental to the performance of the job. That is if an incumbent could not perform one of more secondary functions, the job would still get done.)
  • Coordinates with company staff to maximize benefit from timing and quantity of order.
  • Prepares purchase orders or bid requests.
  • Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action.
  • Expedites delivery of goods to users.
  • Participates in evaluation of suppliers
  • Others duties/projects as assigned

Qualifications / Basic Job Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required


Administrative Skills: Complete company records accurately and in a timely manner. Complete all internal control records, forms, and procedures properly and accurately. Will require strong reading, writing and arithmetic skills, and must have good functional knowledge of common office computer systems.

Functional/Technical Knowledge:
Knowledge of raw materials, production processes, quality control, costs and other techniques for maximizing the effective manufacture and distribution of goods and services. Knowledge of economic and accounting principles and practices and analysis as they apply to procurement.

Communication Skills: Possess strong interpersonal and communication skills, ability to communicate with management, personnel, other departments and customers on procurement related issues, strong active listening skills with ability to pick up key information and/or distill complex issues with objective of finding solution, strong negotiation and persuasion skills, strong facilitation skills with ability to interface with all levels of company

Skill Set Competencies:
2-5 years of experience in manufacturing and/or service industry, with customer service focus
2+ years of procurement and/or sales experience
1+ years program development and implementation experience
Ability to organize, prioritize, and work calmly, think clearly and stay focused in change orientated, challenging work environment and maintain commitment to long term projects.
Valid California Class A license
Ability to travel 10% of the time
Maintain neat, well groomed appearance creating a favorable public image and maintain proper conduct.

Education:
High School Degree or GED, 4 year college degree or equivalent mix of education and experience preferred
